The 19-year-old defender, currently on loan at Sheffield United, was drafted into Stuart Pearce's 21-man party along with Aston Villa's Ciaran Clark as replacements for withdrawn West Ham pair Junior Stanislas and James Tomkins.
Kyle will therefore join Spurs team-mates Kyle Naughton and Danny Rose in the Young Lions squad for the first time in his career.
He was previously a regular in the England side that reached the European Under-19 Championships in Ukraine this summer.
Pearce's side take on the Portuguese at Wembley on Saturday, currently unbeaten in their qualifying group after three games, before travelling to Vilnius.
