Pat Holland's lads just failed to find the goal needed to grab a deserved draw and the point required for third place in Group A in their final match of the season on Friday morning.
Despite taking the lead through a superb David Galbraith strike and enjoying the lion's share of possession in the second half an equaliser wasn't forthcoming at Spurs Lodge.
Galbraith lit up an overcast morning with the opening goal after 15 minutes. Stephen Kelly's deep cross found him in space on the left-hand corner of the penalty area and he hit a sweet low shot first time into the bottom corner.
But Arsenal had the better of the first half and levelled matters within five minutes when Islam's cross from the left found Tonga in space and he fired low past Rob Burch.
Burch saved well from Tonga and Brown before the visitors scored what turned out to be the winner from the penalty spot just after the half-hour. Ron Henry was judged to have clipped Blizzard and Bentley crashed the spot kick into the top corner.
It was just about one-way traffic after the break although clear-cut chances were at a premium.
Paul O'Donoghue headed Dean Marney's cross just wide and Gunners had more than a slice of luck when John Sutton pounced on Lee Barnard's header down only to see his goalbound shot deflected inches wide.
