The Frenchman signed from Nice was drafted straight in for his debut in Wednesday night's 1-1 draw at The Hawthorns.
Easy on the ball and strong in the tackle, Noe, 25, completed the 90 minutes with little fuss.
“He did well although it was not easy for him playing his first game after just one training session with his new team mates," reasoned Jacques back at Spurs Lodge this morning.
"It was the same with Naybet and Atouba, who have only played two games. It was a good match for him. His team-mates talked about the game with him and gave him confidence.
"We needed a right-back after Stephen Carr left for Newcastle and I think Pamarot is a good right-back for us at Tottenham.
“Overall it was a good performance and a good result because few teams will find it easy to succeed at The Hawthorns this season.”
Jacques Santini expressed his satisfaction with the debut of new right-back Noe Pamarot at West Brom.
