Glenn questioned whether or not Cole's strikerate was good enough at international level when he was England boss.
Souness, who snapped up Cole from Manchester United, is quoted in the Mirror: "I remember Glenn saying those things about Andy needing five chances to score a goal and so so a lot of other people.
"Glenn made a mistake in what he said about Andy when he was England boss. And those words have been damaging to Andy's international career ever since.
"But you have to remember this is the same man who reckons Michael Owen is not a natural goalscorer."
