At 18, Tom - recruited last season from Derby County and arriving here in pre-season - was one of the youngest members of Peter Taylor's squad.
That didn't stop the versatile defender/midfielder receiving one of the individual honours, decided by man-of-the-match nominations from coaches, journalists, scouts and the organising committee throughout the competition.
Coach Taylor said: "He's shown a very good attitude and has played very well here.
"The Premiership will be a big test but he's a good footballer and I'm hopeful he'll be a success there."
England finished third overall in the prestigious tournament after beating Mexico on penalties in the third/fourth play-off.
They beat Tunisia 2-0, lost 1-0 to Portugal and beat South Korea 3-0 before losing on penaltes to France in the semi-finals after a goalless draw.
Tom Huddlestone was named fourth best individual player after his performances for England Under-20s in the Toulon Tournament.
