The Shimizu S-Pulse player, who played a large part in the success of the Japanese side at the World Cup, was present at the Club today to agree terms.
The player has been granted a work permit and will be the second Japanese player to feature in a Premiership squad.
The 25-year-old midfielder has made 20 international and 167 career appearances to date.
Boss Glenn Hoddle commented: "Toda is an immensely impressive midfielder and we are delighted to welcome him to the Club.

The Club is delighted to announce that Japanese international Kazuyuki Toda will sign a one-year loan deal at the Lane, subject to a medical over the weekend.
