The midfielder has been out since returning from Wales duty at the start of the month carrying a knock.
Caretaker boss David said this afternoon: "Simon is not in the squad. He has a bit of a hip problem, not long-term.
"We've spoken to the Welsh people and I think it will preclude him from being involved for Wales next week, although we're happy for him to report. I think he'll miss out though."
Simon joins Ledley King (hamstring), Christian Ziege (thigh), Jamie Redknapp (knee) and Kazu Toda (calf) on the sidelines.
However, there is good news. Ledley has started jogging again, Christian has already played for the reserves and Kazu returned to reserve action on Wednesday.
David added: "Ledley is coming on fine, but he's not ready yet. Christian is slightly sore, so he didn't play for the reserves this week and Jamie is out as well.
"From my point of view I'd like to see Simon and Ledley back as soon as possible. They are quite important to us. They give us youth, technical ability and enthusiasm - and that helps a team."
