Lewis Holtby completed another 90-minute shift and scored but the Canaries took maximum points thanks to goals from Jamar Loza and Jacob Murphy.
Loza opened the scoring on 35 minutes, Murphy doubled the Canaries' lead just before the hour and although Holtby gave the team hope with five minutes left, there was no coming back this time.
It was only the team's sixth loss in 30 regular season matches since the new U21 competition started last term.
Senior Professional Phase Coach Chris reflected: "We were slow to start the game which was a bit disappointing but I thought we picked it up in the second half.
"We didn't get the goals tally that we normally get but it was a big learning curve with regards to breaking teams down.
"We tried to stick to a game plan and we only gave them two chances, which Norwich took. I'm just about satisfied with the performance."
