The French defender stepped into Spurs Lodge for the first time this morning and was unveiled as our latest signing alongside another new recruit, Michael Carrick.
Right-back Noe, 25, has been signed from French outfit Nice.
He has experience of England having spent a season at Portsmouth back in 1999-2000, arriving on the south-coast as a raw 20-year-old.
Sporting director Frank said: "Noe has an advantage in that he played for eight or nine months at Portsmouth, he knows the language and knows the way of life.
"He was only 20 when he played for Portsmouth, he only played two games and went back home.
"What I like is that he didn't succeed but he wants to come back and that shows a good character. He also really wants to come to Tottenham.
"Jacques knows him well and Noe's been in French national squads when he had a few injuries. I know him well as well, 25 years is a good age and I'm delighted he's here.
"Philip Ifil has done very well and has a great future but is only 17-years-old. We need to have a squad at the highest level and that's what we've tried to do."
