David has been quoted this week reporting that the Japanese international will not be offered a permanent switch to the club when his year-long spell from Shimizu S-Pulse ends in January.
"I did speak to a couple of Japanese guys after the game on Sunday who asked me about Kazu," he confirmed. "I told them quite honestly that, at this stage, it is possible that come the end of his loan here we may not retain him.
"I didn't say for sure, I said we may not, and that we would do everything possible to help Kazu in the meantime. He is a very good trainer and he is a nice man.
"We have midfield players here at the moment who are forging ahead and we have other midfield players who, I believe, are ahead of Kazu in terms of the senior team.
"It will be a firm and fair decision."
David Pleat has moved to clarify his position regarding the future of on-loan midfielder Kazuyuki Toda.
