The striker has been laid low for five weeks after limping out of our 4-1 win against Sunderland last month.
He has been back in training last week but Sunday's clash against Liverpool has come too soon.
"Robbie won't be fit for Liverpool," reported Glenn. "He's had some controlled training this week, done a lot of running, but his training has been in a controlled environment.
"He had his first session with the ball with the reserves, unopposed, and that's how you build players up.
"We'll look to step that up next week and fingers crossed he should be okay for Bolton."
Glenn Hoddle is hopeful that Robbie Keane will be fit to face Bolton Wanderers on March 24.
