The 18-year-old midfielder netted direct from a free-kick with 37 minutes gone after Blackburn's Phil Jones was fouled just outside the box.
Dean started the game, along with defender Steven Caulker, and both John Bostock and Andros Townsend were introduced from the bench in the second half.
Winger Andros could have doubled his side's lead when his late shot hit the post and rebounded to safety, but Dean's strike proved enough.
The Young Lions now face two more games in this round, with Bosnia-Herzegovina next up on Friday.
