The Uruguayan international midfielder was unveiled at a press conference on Sunday having signed a three-year deal for an undisclosed fee.
Boss Glenn said: "Wherever he's been involved as a player he's won things. He's a winner. I saw him perform against Chelsea when I was manager, ironically, for Real Zaragoza. I was impressed then and I think he's been as successful as any of the foreign players who have come here.
"He has a terrific sense of an eye for goal and the other thing, and you can see it, is his love for the game.
"You need that if you are going to play to an experienced age and he has got that to a passion. That drives him on and I think the next three years will be an exciting time for both Gus and Tottenham Hotspur Football Club.
"He is as fit as anything we have at the club and he has this burning ambition and love for the game."
