The Egyptian international snapped up from Dutch side Feyenoord in the January transfer window is on his way back from a groin problem that is likely to keep him out for another four weeks.
The midfielder began his career at Al Alhi in Egypt before his move to Feyenoord where he made 49 appearances between 2003-2006.
"IÃ¢â‚¬â„¢m delighted to be here at such a big club as Tottenham," said the 24-year-old. "ItÃ¢â‚¬â„¢s a really big step for me to move to England and to Tottenham and I will do my best. IÃ¢â‚¬â„¢m sure I will enjoy it here.
"It was always my dream to play in England and my dream has come true.
"There is a lot of difference between the Dutch league and the Premiership and I know I have to prove myself here. I know I have to learn but I will listen to the manager, work hard and get more experience by the week."
Hossam will naturally benefit from having his friend and compatriot Mido close to hand as he settles into life at Spurs.
"I always speak with Mido and he has always said very good things about Tottenham - about the manager, the players, the fans and the Premiership," he revealed. "He's told me it's great here and I'm looking forward to the challenge.
"Mido is a good friend of mine he will help me settle in."
Hossam Ghaly arrived at Spurs Lodge on Tuesday and declared: "I'm delighted to be here."
