Most of the players returned for pre-season training today and the Sporting Director insists that any possible recruits must be of a quality to really take the team forward.
"Of course there will be new players, but we will only sign ones who will get us to a level higher," said Frank on Wednesday. "It is very important that Jacques, myself and the staff know what we have and what we need to be better.
"Many players left so we have space to renew. We have young players with talent and we will build from there.
"I will not talk about possible players yet as it is only day one - and first of all I must learn to drive on the left!
"We will learn about our squad very quickly then we will find the best players to take us forward."
Meanwhile, Frank added that Chris Hughton remaining on the coaching staff will provide a vital ingredient to the success of the new structure.
"It is very important. He knows everything about English football and everything about Tottenham.
"He has talked with Jacques and myself about his role and is very happy. I think it is perfect and we are now trying to complete the staff."
Frank Arnesen confirmed that additions to the squad will be targeted once the current squad has been assessed by the management team.
