The services of the pair were secured in January and the Sporting Director has been keeping tabs on their progress as their arrival date nears.
Huddlestone has made 89 starts for Derby so far and the Pride Park side have forced their way into the play-off positions. He has also featured for England under-21s and his performances were recognised with his inclusion in the PFA Championship X1.
"I was delighted to see he was named in the Championship team of the year," said Frank on the Nottingham-born player. "He is only 18 and has played more than 80 games in the first team at Derby.
"He is a remarkable young player. He awareness in the game and passing of the ball is second to none - he is probably one of the best in the Championship even though he is just 18.
"Tom is a big lad, 6ft 2" and is a talent, maybe more than that as he is already playing in the England under-21 team and thrived there as well.
"He is a very interesting player who also needs the stage to get into a higher gear - and we will give him that."
Meanwhile, Frank reports that Tainio endured a difficult period earlier in the year at Auxerre but the Finland international is now fit and well.
"Tainio has had a few problems at Auxerre over the last few months, especially with his throat. He picked up a couple of infections and missed some games.
"He is now totally fit and playing. Teemu is a player who can play all the positions in midfield and, even though he is just 25, he has a lot of experience. Auxerre is a big club in France, always in the top five and competing in Europe.
"He is a very good player who will take the squad to a higher level."
Frank Arnesen is looking forward to welcoming Tom Huddlestone and Teemu Tainio into the club this summer.
