The Swedish left-back took part in a training session at White Hart Lane on Sunday after completing the formalities of his switch from Dutch side Heerenveen late on Friday night.
The Sporting Director knows abilities of the 25-year-old well from his time in Holland with PSV Eindhoven and is more than happy with his capture.
"Erik is a player I know very well, of course, and a player most people will have seen in the last European Championships," said Frank on the 25-times capped player.
"He has been playing for Heerenveen, who I saw weekly, and he is a very good reliable player. He is a good character, left footed - and we have been looking for players for the left side.
"I am happy we came to a quick agreement with Heerenveen and with the player - it is a very good signing."
Frank feels the squad is beginning to take shape and that Erik will offer more options on the left.
"We let some players go over the summer and, little by little, you need to get a balance to the squad and, little by little, we are doing that. With Paul Robinson, Sean Davis, Pedro Mendes and now Edman coming in, I think it is looking better every day.
"Erik likes to go forward and is a very good passer of the ball. He knows the style of football and it will be no problem for Erik to adapt. He speaks the language - like Pedro - and this helps you to fit in quickly. Pedro is already one of the boys and Erik will settle in straight away too."
