The cultured midfielder was unveiled at Spurs Lodge this morning having completed his move from West Ham.
The 23-year-old joins Sean Davis and Paul Robinson as young English talent we've snapped up this summer - with the likes of Jermain Defoe and Ledley King already at the club.
Sporting director Frank said: "We knew if we could sign a player like Michael it would be big for us.
"I must say we have good players but if Tottenham is to go a level higher we need not only very good players, but even more very good players. That was what we were looking for.
"Both Michael and Sean Davis are home-grown and know the Premiership. They are good signings for us and with Michael here we are stepping up a little and we need that to be a growing club.
"Michael is a creative player who knows the situation before he gets the ball.
"He's two footed and he has style. He's an attractive player. He's also been in London for a long time, played in the Premiership and he knows exactly what the game asks of him.
"I'm delighted because everything went so smoothly. He had a few offers from other clubs but he decided to come to us and I think it's a very good decision from him and, for sure, we're very happy with that decision."
Frank Arnesen insists the arrival of Michael Carrick has lifted the quality of the squad a little higher.
