Jermain checked in at Spurs Lodge on Tuesday to begin preparations for Saturday's Premiership encounter with Portsmouth at Lane - a side managed by his former boss Harry Redknapp.
It is step back into the top flight for the 21-year-old following West Ham's relegation at the end of the last season and Clive feels the young striker has proved himself on each stage he has been tested.
"He is a goalscorer who has scored at every level he has played, he has played international football at nearly every level and scored goals.
"He has scored goals in the Premiership and I know he wanted to stay in the Premiership. He now has the opportunity at our club to get back and he is a determined young man who scores goals freely.
"I think, given the opportunities, he will do that for us. It gives us competition for places and puts pressure on everyone. It is a young squad now and the nucleus of the team is very young - I think that bodes well for the future."
David Pleat described Jermain as being in the 'poacher' mould of goalscorer and Clive agrees with that assessment.
"I think so. You can see he comes alive and is electric in and around the box, he has a fantastic touch and is one of these goalscorers that strikes the ball very early.
"That shows the confidence and ability he has - and invariably he finds the back of the net."
