But it looks like Euro 2004 heartbreak for Jermain Defoe who has been named number 24 in what is ultimately a 23-man squad for Portugal.
Ledley made an outstanding full debut in the friendly against Portugal and scored in the 1-1 draw back in February. He has three caps in total.
Goalkeeper Paul, who joined us last week, is expected to be number two behind David James and has four caps so far.
Coach Sven Goran Eriksson said: "Ledley is a young man but I think he's been playing well, especially as a centre-half."
Asked if he thought Ledley and Liverpool's Jamie Carragher had enough experience for the tournament, Eriksson added: "You have to go out and achieve experience. Carragher has played week in, week out and the same with Ledley, even if it was in midfield at the beginning of the season. They are both good enough for a big tournament."
Meanwhile, striker Jermain has been placed on standby but will still join up with the squad for a training camp in Sardinia and the international tournament in Manchester in June.
