The midfielder has been out with a hip complaint since playing and scoring for Wales against Finland in September - indeed, his last game for Spurs against Fulham back on August 30.
Wales and Spurs Player of the Year in 2002, Simon returned to training on Monday after seeing a hip specialist last week.
"I started training on Monday and it's great to be back out there with the boys," said Simon. "It's a case of getting fit now and hopefully in three or four weeks I'll be there or there-abouts.
"At the moment, it's okay. If it felt worse straight away it might be a problem but I've knocked it a few times and although I've felt it, it doesn't feel any worse. It's great to be back in training."
