Martin was drafted in over the close season by Frank Arnesen and the board to work alongside Jacques Santini and the rest of the coaching team.
Given his experience working as a Head Coach in Holland it made him the ideal candidate to replace the departed Jacques and the chairman explained that the structure eliminated the sort of upheaval that usually comes with a change at the top.
"We had some idea before that Jacques had certain problems in his personal life," said Daniel on Monday. "It was very unfortunate, but we had to deal with it and we've got the structure to cope with it.
"We have just appointed a new coach, everything carries on and we now look forward.
"It is one of the advantages of this structure, if we had a traditional English manager we might have been looking at wholesale changes in the squad and we know what that has done to Tottenham's financial position over the last 20 years."
Daniel added that the decision to promote Martin did not require lengthy deliberation.
"It really didn't take much at all. We have known him for some months and he has got all the right qualifications to be a leader and he came with the very strong recommendation of Frank - and we backed it.
"It should make no difference at all to our aims and goals, I think it was important we made a quick decision and that it was a permanent appointment."
Following the big recruitment drive over the summer, Daniel declared that squad development is an ongoing project.
"If you talk to Frank on this subject it is about building blocks, we've started and hopefully we'll make some changes again in January. It is a continuous process and we are looking to raise the level."
Monday was also the day of the Club AGM and Daniel reported that the event went well, with shareholders and supporters given the chance to question himself and Frank Arnesen on club matters.
"It was fine, it is an opportunity for shareholders and fans to ask a whole load of questions - we try and be as open as possible and answer all of them.
"I think this club has tried to communicate better over the last few years. It is very difficult as we have such a large fan base, but obviously the website a very important medium as well as the mobile service.
"It is a big advantage to have Frank and he is a real asset. He can talk on a football level, we all pretend we could be managers but Frank is a real expert and people listen to what he has to say."
Daniel Levy believes the management structure put in place during the close season allowed the continuity that sees Martin Jol take over as Head Coach.
