The deal is subject to formalities being completed.
Capped 12 times by Cameroon, Atouba, 22, is a left-sided player who can play full-back or left midfield.
He arrives at Spurs after two and a half seasons at FC Basel in Switzerland after initially catching the eye at Neûchatel Xamax FC in the Swiss League.
Atouba has gained European experience at FC Basel and started 10 of 12 group games in their Champions League campaign of 2002-03. He played against Manchester United and Liverpool in the Champions League that season and scored against Liverpool as Basel progressed to the second group stage.
Last season, he played in the UEFA Cup as Basel went out to Newcastle.
On the international stage, Atouba started three of Cameroon's four games in the African Nations Cup earlier this year as they went out to Nigeria in the quarter-finals.
He was in the Cameroon side that beat Brazil and went all the way to the final in the Confederations Cup in 2003.
